What's happening: 

Exciting news, Guard Home Campaign supporters

The hearing for the measures to keep Oregon's Guard in Oregon, HB 2556 and HR 4 will be held this coming Wednesday, March 11 at 3 PM in the State Capitol. The tentative hearing room that's scheduled holds 50 people--let's see if we can make them get a larger room! Please RSVP if you plan to attend the hearing so we can relay the information to the administrator of the Rules Committee on how many people are expected to attend.

Please note that the hearing will likely be limited in time, and so not everyone will be able to testify; visible support (via Guard Home Buttons) is just as important!

What you can do: 

The Campaign organizers are currently lining up a "powerhouse" lineup of 8 people--lawyers, Guard families, veterans and a minister--to start things off.

I know this is a bit of a bummer for people planning to be in Salem Sunday the 15th for the rally and/or Monday the 16th for legislative visits, to consider 2-3 trips in just a few days; here is some info that might help you decide whether you want to come Wed. or not:

...Priority can go to those who travel over 100 miles; I need to submit the names ASAP so any changes should be made by Monday. (Our invited testimony is all from Corvallis and Portland, currently)

...The length of the testimony is presumed to be about 3 minutes per person, that could change if there are more people (would shorten the time possibly).

...The Chair will frown on testimony that is seen as repetative

...People who provide written testimony need to bring 25 copies

That's the basics; it's probable that the Committee will not vote that day on passing the measures to the house floor, they will likely schedule a work session later, which would have no public testimony (but we should have people there to show support and interest). There is no ability to testify once it reaches the House floor but we can pack the Galleries once that happens.

I also need to note that they will also be hearing HJM 5, the "memorial" which asks congress to revisit the Montgomery Amendment, the law that limited Governors' ability to refuse federalization of the Guard. While that would not be a bad thing, it will not achieve our goal of having the individual states refuse deployment under the current laws as they exist, which will clarify now and for the future that the Guard can only be called up when there is a valid authorization.

If you can't make it down but want to express your support for HB 2556 (the bill that empowers the Governor to withhold the Guard when there is no valid authorization) and HR 4 (the resolution that calls on the Governor to withhold the Guard from Iraq and Afghanistan), here is the list of House Rules Committee members. Please note that in our previous action alert, we inadvertanly left off the name of co-Vice-Chair Chris Edwards of Eugene!

Please emphasize that HB 2556 simply asks the Governor to follow the law and only provide Guard members to the federal government when there is a legal Congressional authorization.
